Adds `CODEOWNERS` file to streamline notifications (#807)

# Description

This PR adds in a
[CODEOWNERS](https://docs.github.com/en/repositories/managing-your-repositorys-settings-and-features/customizing-your-repository/about-code-owners)
file so that we can better handle the review request process.

## Type of change

- New feature (non-breaking change which adds functionality)
