Updates dependency versioning to avoid conflicts (#2594)

# Description

Updates version of the starlette dependency to avoid conflicts with
fastapi.
Also explicitly add numba as a dependency for AutoMate, though it should
already be a part of Isaac Sim.

Fixes #2580
