Updating rsl_rl to 3.1.2 release to support use these two changes in
IsaacLab sim-to-real deployed
[policies](https://github.com/isaac-sim/IsaacLab/tree/main/source/isaaclab_tasks/isaaclab_tasks/manager_based/manipulation/deploy).
